Because that's how the Portal "maintenance" system works - if your movie/game isn't of enough quality, people will most likely give it low scores, which will result in the removal (blam/blamming) of said movie/game, and getting sent to the Obituaries (as seen in the screenshot).

Make sure to put more effort in your next project - that way, I assure you it will get more possibilites to pass the Under Judgment process.
